The department said that the detainee has been living in the Netherlands since 1998. He came to Western Europe to find a job, but later decided to return to Azerbaijan. Since he had financial problems he left the Netherlands for Germany and later arrived in Poland either on foot or by hitch-hiking. Reaching the river Bug he saw Polish frontier guards approach him and could do nothing but jump into the river. Frontier troops noted that jumping into the river he ventured his life, as this river is a very rapid stream. The Azerbaijani could cross the river, but gave in as soon he reached Belarus.
According to Belarus legislation, in such cases trespassers are sent to the country the come from. But taking into account that the Azerbaijani did not commit any crimes and not searched, he was permitted to return to Azerbaijan.
