Baku. Parvin Abbasov – APA. “The activity of municipalities in Azerbaijan is not in appropriate level. Members of municipalities have poor information about own rights because higher education is not required in the election of municipality members. I even met illiterate municipality chairmenâ€, official of the Anti-Corruption Department under Prosecutor General Parvin Guliyev said during the hearing on transparency of housing sector.
Guliyev said most of complaints received via the department’s hotline in 2011 were about the municipalities and local executive powers.
