Azerbaijani Committee against Torture releases annual report

Baku. Shahriyar Alizadeh – APA. “Several torture facts were recorded in 2010,” chairman of the Azerbaijani Committee against Torture Elchin Behbudov said while publicizing the annual report, APA reports. He said 169 people appealed to the committee in 2010.
“106 people appealed to us in 2009. This number increased in 2010,” he said.

Elchin Behbudov said the complaints were mainly connected with the Justice Ministry, Penitentiary Service, Interior Ministry, Defense Ministry, National Security Ministry, Transport Department and courts.
“Most complaints are about Interior Ministry, Penitentiary Service and Defense Ministry. The fewest complaints are about the National Security Ministry. The situation in the temporary detention of the Interior Ministry has been recently improved. This is an undeniable fact,” he said.

The human rights defender underlined that 11 death facts were recorded in 2010.
“There are suicides among them. But suicide can also be connected with torture,” he said.

Behbudov said he criticized Justice Ministry in the report.
“Justice Ministry does not allow me monitor the jails,” he said.
