Eurasian Cooperation Foundation is preparing to launch a project for young people in Baku titled "Baku Conflict School-2025". The content of the project is to gather under the umbrella of the Foundation, under the cover of the "Conflict School Alumni Network", young people with surrender-minded, ultra-liberal, and non-traditional values.

Searching for new "no war" advocates

According to information obtained by APA from diplomatic sources, recently, Western influence agents in Azerbaijan have been severely reprimanded by their central offices for not being able to produce enough young people who come forward with the idea of ​​"no war". The Patriotic War and the fact that Azerbaijani youth in the period after it were ready to fight for the territorial integrity and sovereignty of the country made several Western Institutions angry. In comparison, the calls of several radical leftist and anarchist activists on social media lack public support. This is a factual indication that the work of some Western institutions on the idea of ​​"no war" that has been rooting Azerbaijan for years has not achieved its goal, and that most of the grants have been allocated to projects that are "implemented" on paper.

Eurasian Cooperation Foundation's "Baku Conflict School-2025" project serves as an instruction for strengthening the search for "no war". It is planned that within the framework of this event, young figures involved in the network will gain representation at various international events and, as network members, will work in the direction of "confidence building".

Anti-Azerbaijani Network

The Board of Directors and the Board of Trustees of the Eurasia Foundation are rich in representatives of civil society and former diplomats known for their Armenians and pro-Armenian policies. The Board of Trustees includes Hrach Topalyan, the Director General for Civic Activism and Leadership. The Board of Trustees includes former US Ambassador Pamela L. Spratlen, known for her pro-Armenian policies (she is the Chairman of the Board of Trustees), and USAID graduate Susan Kosinski Fritz. Richard L. Morningstar, the founder and CEO of the Global Energy Center, a former US ambassador to Azerbaijan who tried to behave like the US governor of Azerbaijan, is also on the Board of Trustees. Richard Kauzlarich, the former US ambassador to Azerbaijan, who has been continuously waging a black PR campaign against Azerbaijan and has been actively involved in all anti-Azerbaijani activities, is among the members of the Advisory Board of the Eurasia Foundation. It means there is at least one person in all the managing bodies of the Foundation who supports the position of the Armenians.


It is worth recalling that at the annual OSCE Human Dimension Conference held in Warsaw in October 2023, the Program Director of the Eurasian Foundation, Isabella Sargsyan, accused Azerbaijan of committing genocide against Armenia, and even, while speaking on this topic, did not forget to cry out to properly use this opportunity created for her at the OSCE event.

Scope of the Eurasian Cooperation Foundation

The head of the Eurasian Cooperation Foundation in Azerbaijan has been Naila Hashimova for many years. She has always preferred to stay behind the scenes. The Eurasian Cooperation Foundation, whose main donors are USAID and the European Union, mainly acts as a "factory" for feminists, ultra-liberals, LGBT individuals, and "no war" individuals. Let's have a look into some of the people involved in the foundation:

  • Bahruz Samadov - LGBT activist, who once graced Ali Karimli's events, is currently in prison, having been charged under Article 274 of the Criminal Code (treason). His main activity was to encourage young people to make a surrendering peace with Armenia, support the expansion of the LGBT community in the country, and raise a "no war" generation from among them;

  • Sevinj Samadzadeh - is known for her staunch pro-Armenian stance and radical feminist views. During the eco-actions on the Lachin-Khankendi road, she defended the junta regime that has already been consigned to the dustbin of history, and during COP29, she held the "Freedom for Artsakh" action in Tbilisi with Swedish climate activist Greta Thunberg. She allegedly taught Azerbaijani youth something as a trainer at the events of the Eurasian Cooperation Foundation;
  • Samad Shikhi – A friend of Bahruz Samadov, who was arrested on charges of treason, and known for his divisive views on social media, this person organized a training called "Azerbaijani Youth in Social Media" with the support of the Eurasian Cooperation Foundation;
  • Aykhan Zayidzadeh - a drug user who came to the fore a few months ago with the removal of pages on Wikipedia related to the martyrs of the Patriotic War, is known on social media for his divisive views and calls against the territorial integrity of Azerbaijan and Turkey. He is one of the "exemplary" graduates of the "Conflict School" of the Eurasian Cooperation Foundation;
  • Ilkin Aliyev – this person, who stated at events organized by foreign organizations that he does not consider himself Azerbaijani and that his Azerbaijani identity was artificially "imposed" on him, is known for rejecting Azerbaijani family values;
  • Elnur Musayev – This person, the Foundation's favorite trainer, is also a representative of the ultra-liberal, "no war" group. What do Azerbaijani youth learn from trainings conducted by people living unconventional lives?
  • Sanubar Heydarova - a member of a radical feminist group, is one of the trainers frequently invited to EPF events.

They are some of the individuals in the scope of the Eurasian Cooperation Foundation. Our investigations into the others are ongoing. Among them is even the founder of one of the private universities in Baku.

Support for revanchism in Armenia

Analysis of social media accounts shows that, unlike in Azerbaijan, the Foundation's Armenian branch does not give priority to "conflict school"-type projects, but rather to projects on topics such as "human rights", "democracy" and "gender equality". Trainings and expert meetings on the mentioned topics mainly invite people who are supporters of the ruling "Civil Contract" party. It is felt that the Western circles to which the Foundation is affiliated are trying to form politically active individuals among the youth who support the current Sorosist government through the aforementioned projects.

When did the Eurasian Cooperation Foundation come to the Caucasus?

This organization, which has begun to operate more widely in recent years, especially in the South Caucasus region, was founded in 1992 - 1 year after the collapse of the USSR. Its projects covered the countries of the former USSR. Its first representative office began operating in Moscow in 1993. In 1995, the Eurasia Foundation began to appear in Armenia and Ukraine. In 1997, it even established a publishing house in Armenia. In 2002, with the support of the Carnegie Corporation of New York, the Caucasus Research and Resource Center was opened separately in Armenia, Azerbaijan and Georgia. In 2004, the organization's branches operating in the three Caucasian countries were registered as non-governmental organizations in accordance with the legislation of these states. These organizations formed the EF (Eurasia Foundation) network. The Eurasian Foundation has been implementing a project called the Caucasus Research and Resource Center (CRRC) since 2003. If we believe in the foundation's official statement, its main goal was to promote scientific research in the social field in the South Caucasus, as well as to study public policy in that region. The Eurasian Foundation for Cooperation, with the support of the Carnegie Foundation of New York, established centers in Azerbaijan, Georgia, and Armenia. One of their main research projects is called the "Caucasus Barometer". 

The Eurasia Foundation has also supported the activities of Armenians through the “Bill Maynes Fellowship” scholarship program launched in 2008. Within the framework of this program, 17 people from different countries have been involved in training programs in the United States. Among them is journalist Noune Sarkissian from Armenia. N. Sarkissian has also prepared a joint report with women's rights activists from Azerbaijan on the topic “The Role of Women in Peacebuilding: A Regional Roadmap”.

Traitors

The only thing that unites all those gathered around the Eurasian Cooperation Fund is undoubtedly the hatred of Azerbaijani national values, traditional way of life, and the intention to rise in the eyes of Topalyans by humiliating these sacred values. It is no coincidence that in early 2025, President Ilham Aliyev openly stated the intentions of a number of foreign donors in Azerbaijan in an interview with local TV channels: “Unfortunately, we see that some representatives of Azerbaijani youth have taken the path of betrayal, pure betrayal, collaboration with Armenians – this is also a result of brainwashing through these so-called grant programs funded by NED (American National Endowment for Democracy) and EED (European Endowment for Democracy).”

Probably, after this expose, the relevant agencies will inspect the activities of the Eurasian Cooperation Fund. We believe that this inspection will uncover many betrayals.

Those who were deceived and joined the Eurasian Cooperation Foundation's project called "Baku Conflict School-2025" would make the right choice if they withdrew from this path sooner rather than later.
