According to information recently circulated in international cybersecurity sources, the hacker-activist group called "Red Wolf" is alleged to have targeted Azerbaijan alongside various other countries, the State Service for Special Communication and Information Security told APA-Economics.
According to the information, a report published by the cybersecurity portal “TechOwlShield” states that the hacktivist (those who, using computer-based methods such as hacking, promote a political agenda or social change) group has included Azerbaijan among the target countries in its expanding DDoS attack campaigns in 2025.
The main goal of “Red Wolf Cyber Team,” a hacktivist group conducting politically motivated cyber operations, is to spread international and regional political messages, disrupt the online services of certain states and organizations, and emphasize that they are defending their ideological supporters. “TechOwlShield” has shared some sources and indicators, providing examples of the group’s actions targeting various NATO members and other countries.
The following countries have been identified as target countries:
Azerbaijan, France, Israel, Jordan, Portugal, Cambodia, Bulgaria, Oman, India, Greece, the digital systems of the European Union, and the United Arab Emirates (UAE).
It is noted that the group primarily attempts to disrupt the functioning of information systems of government institutions, financial organizations, and critical infrastructures by carrying out DDoS-type cyberattacks.
A few hours after the cyber group announced an alliance with Russia’s hacktivist group “NoName057(16)” on August 6, 2025, “Red Wolf” launched a cyberattack campaign targeting Germany’s Ministry of Defense and as part of the operation they called “Operation Germany,” shared a “CheckHost” report confirming the success of a DDoS attack against the ministry’s website (disruption of access to the information resource).
The cyber group also succeeded in taking the website “chefinnensache.de” offline, which operates in Germany’s business sector to ensure equal opportunities between women and men, the representation of women in leadership positions, and the development of diversity policies. In both attacks, “Red Wolf” shared critical hashtags and harsh political messages against several countries, including Germany, France, Israel, and the USA. The group’s aggressive rhetoric and rapid implementation of threats have caused serious concern within Europe’s cybersecurity community.
Considering that Azerbaijan is also among the targets of these attacks, the State Service for Special Communication and Information Security of the Republic of Azerbaijan urges government agencies to pay attention to the following points:
Strengthening network and system monitoring;
Timely review of logs related to suspicious activities;
Careful monitoring of additional loads, connection interruptions, and other external incidents;
Utilization of DDoS mitigation services and various security solutions;
In case of observing suspicious situations, it is recommended to report to the State Service for Special Communication and Information Security’s Computer Incident Response Center.
