Russia is waging cyberwarfare not only against Ukraine but also against our partners, the European Union and NATO countries, said Nataliya Tkachuk, Head of the Information and Cybersecurity Service of the National Security and Defense Council of Ukraine and Secretary of the National Cybersecurity Coordination Center, at the “Critical Infrastructure Defence Challenge 2025” (CIDC-2025) event held in Baku, APA-Economics reports.
“For example, only 20% of DDoS attacks are directed against Ukraine, while 80% are aimed at other countries. Ukraine’s advantage in this area is that we know our enemy, we have human resources capable of counterattacks, and based on international humanitarian law, we have the legal basis to implement proactive cyber defense. Other countries do not have such capabilities, which is a serious problem.”
Nataliya Tkachuk added that they believe the paradigm of international cooperation should change: “We are open to international cooperation and partnership. We are ready to share our experience and conduct training. Currently, we are starting to establish an international cybersecurity center in Ukraine,” she noted.
