OSCE PA draft resolution reflects support for principle of territorial integrity and inadmissibility of so-called referendums

The draft resolution “Helsinki+40: Towards Human Security for All” which was discussed at the meeting of OSCE PA’s Committee on Political Affairs and Security is related mainly with arms control, Vice-Chair of the Committee on Political Affairs and Security, member of bureau, Azay Guliyev told journalists, APA reports.

Guliyev said that the OSCE has a number of documents, including Vienna Document in this regard. “The draft resolution discussed today includes amendments correspondent to current situation. I mean especially the situation in Ukraine. Therefore, this is a very important draft resolution and it will give new impetus to the implementation of the Helsinki principles in the OSCE regions”, he said.

As for the issue of whether the Nagorno-Karabakh conflict is mentioned in the draft resolution or not, Guliyev said that in this regard he proposed two important Articles to be included to the draft resolution at the meeting of OSCE PA Bureau in Copenhagen in April of this year. “One of these Articles was about the resolution on the conflicts only within the framework of the territorial integrity of the countries and inviolability of internationally recognized borders. This provision has already been included in the draft resolution. On the other hand, some countries are trying to legalize the occupation of other countries’ territories through the so-called referendums. Unfortunately, today Azerbaijan and Ukraine have faced the same fate. We consider that the specific framework should be determined. Therefore, our second proposal was that such referendums should be held in accordance only with the laws, Constitution of those countries and international legal norms. This means that, a referendum can’t be held in any country without the consent of the central government. This issue, for the first time, was included in the draft resolution of the OSCE PA and we hope that it will be also reflected in the OSCE Baku Declaration.”

The draft resolution will be discussed in the session of the OSCE PA after being approved in the OSCE PA’s Committee on Political Affairs and Security.
