According to him, Azerbaijan has not granted visa to the member of French delegation Guy Teissier for participation in the session and as a protest against it, he wants to vote instead of his counterpart.
Neri said his colleague was refused a visa because of his visits to Nagorno-Karabakh, and added that he considers this as a violation of rights.
Muradova, in turn, stressed that Nagorno-Karabakh is an integral part of Azerbaijan, and the country's authorities consider the visits to Azerbaijan's territories occupied by Armenia as a violation of state borders.
The vice speaker also noted that in order to visit Nagorno-Karabakh one has to get permission from Azerbaijani authorities, otherwise, these persons will be considered as persona non grata.
Vote of the French MP instead of his colleague was nor registered.
