The conflict between Armenia and Azerbaijan poses a threat to the entire region. It is called a “frozen conflict”, but it is not right. This conflict should be resolved once and for all”, said Azerbaijani President Ilham Aliyev in his speech at the PACE, APA’s Europe bureau reports.
The president stated that Nagorno Karabakh is a historical and integral part of Azerbaijan: “Azerbaijanis have lived in this region for centuries, Armenians came here just 200 years ago. Unfortunately, our cultural monuments in Nagorno Karabakh were destroyed and this process still continues. All of these activities were carried out by the occupying Armenian army. Consequently, 20 percent of our internationally recognized territories have been occupied. Armenians gangs committed ethnic cleansings, forcing over one million Azerbaijanis out of their home lands to become refugees and IDPs. 7 districts adjacent to Nagorno-Karabakh have been under occupation for over 20 years. This is injustice. In this regard, the UN Security Council has adopted 4 resolutions, demanding the withdrawal of aggressive Armenian forces from the occupied lands. But unfortunately, as I’ve already said, none of the provisions of those resolutions have so far been fulfilled. And that is the outcome of the policy of double standards. Sometimes we see UN resolutions get performed in a couple of hours. But when it comes to our issue, 20 years have passed already. There’s no common mechanism to realize it. Armenia is reluctant to leave these territories and seeks to maintain the status quo. And this contradicts the efforts of all international mediators, including the OSCE Minsk Group”.
Stating that the OSCE’s fact-finding mission in the region confirmed the acts of vandalism committed by Armenians who destroyed the monuments, graves in the occupied lands, President Ilham Aliyev noted that Irevan (current Yerevan), the native land of Azerbaijan was given to Armenia as a capital city in the early twentieth century. “Azerbaijan takes a constructive position on this issue and we have expressed over the last twenty years that we are in favor of peace talks. However, we should understand that this process cannot continue forever, sooner or later something will happen. Therefore, the sooner the government of Armenia understands the unacceptability of occupation of another country’s territory in the twenty-first century, the better the situation will be. We should restore justice and Azerbaijan’s territorial integrity. Territorial integrity is one of the fundamental principles of the international law. The principle of self-determination which Armenia often mentions should not be contrary to the principle of territorial integrity.”
In addition, the Armenians have already self-determined by building the Armenian state in the historical lands of Azerbaijan. May be you don’t know this, but the members of Armenian delegation are well aware of this history. One of the first decisions passed by Azerbaijan Democratic Republic that was built after the collapse of the Russian Empire in 1919 was that Irevan obtained the status of capital of Armenian Republic. That’s they already have a country. Now, do they have to build a state, wherever Armenians live? And, why such place must be in Azerbaijan? The settlement of this conflict will firstly be useful for the Armenian people, the victims of the Armenian government, which is leading the country to the abyss.”
