Azerbaijan to raise issue at international organizations concerning killing of children by Armenians using improvised explosive devices

APA reports that a number of organizations already began taking measures.

Public Union for Anti-Mine Campaign carried out investigation into the incident that happened on July 14 and sent e-mails to the members of the International Campaign to Ban Landmines and Campaign to Ban Cluster Munitions. Chairman of the organization Hafiz Safikhanov told APA that detailed information will be given at the events of the relevant international organizations.
“As far as we know, this is the second similar incident committed by Armenians. Similar incident happened 15 years ago. This is inhumane act, the entire world is seeking ways to fight against such cases. The Armenian side once more showed that they ignore the norms of the international law and demonstrated their hostility,” he said.

Safikhanov said the issue on mines floated down the Terter river every year was raised at the international organizations several times.

Azerbaijan National Agency for Mine Action (ANAMA) is also going to raise the issue at the international organizations and before the donors supporting the mine-clearing operations, ANAMA’s expert Adil Aslanov told APA.

Aslanov said the Ottawa Convention bans use of anti-personnel mines, improvised explosive devices (IED). The UN is carrying out activities concerning it.

“In 2000-2001 the residents of Alibeyli village informed that the toys with built-in explosives were floated down the river by Armenians. Several blasts occurred there, there were casualties. Armenians often commit such actions,” ANAMA’s representative said.

ANAMA’s representative said recently Armenians floated mines down the Gargar river in Agdam and Terter river. Aslanov said the cause of the planting of the explosive is known.
“To kill the child taking the toy. It is a deliberate crime,” he said.

Aslanov said Armenians are “experienced” in making improvised explosive devices, one can see the explosive devices planted by them in gas cylinders, water buckets in the frontline settlements.

Shahmaliyeva Aygun Zireddin, 13, was killed, her mother Shahmaliyeva Elnara Mammadtagi, 32, injured in the thigh as the explosive device blasted in Tovuz region’s Alibeyli village that borders on Armenia.

The toy resembling a dog with a built-in explosive device was floated down the Tovuz river by Armenians. Jafarov Elsever Hasan and Shahmaliyeva Aygun Zireddin found the toy and brought it to the house of Jafarov Hasan. While playing Shahmaliyeva threw the toy on the table, blast happened as a result of it.

Similar incident happened in 1994. Two children were killed, one injured as the toy put into the river by Armenians blasted.
