APA’s European bureau reports that the measures plan on several Council of Europe member countries was reflected in the report.

Thus, the PACE proposed the certain measures plan to 14 member countries for the fulfillment of their obligations in front of the organization. This measures plan was proposed as a result of observation and comparison conducted by the Monitoring Committee. These countries are Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, Russia, Serbia, Ukraine as well as the countries engaged in a post-monitoring dialogue – Bulgaria, Monaco, Macedonia and Turkey.

Making an overall assessment of the situation in its resolution, based on a report by Dick Marty the Assembly points to “serious shortcomings in electoral processes”, as well as a lack of parliamentary dialogue and serious constitutional problems that prevent further progress.
