He spoke about the role of judges introduced by the member countries and elected by PACE: “Morality of these judges is significant as their professional skills. I proposed to the Committee of Ministers of the Council of Europe to establish a group of experts that will assist the member countries in preliminary election of the judgesâ€.
Jean-Paul Costa said the European Court is working on the basis of Protocol No. 14, but it suffers from the budget deficit. He was against the payment of special duties by the complainants saying that it is contradictory to the principles of the court and can create practical problems.
