Elkhan Polukhov: â€œAzerbaijanâ€™s position in resolution of Nagorno Karabakh conflict is based on principle â€œnothing is agreed unless everything is agreedâ€

He once again reminded Azerbaijanâ€™s position in the regulation process and underlined that first regions adjacent to Nagorno Karabakh must be freed from the occupation, infrastructure must be restored, IDPs must return to their homelands, temporary status must be granted to Nagorno Karabakh and then final status must be determined.

Note that Turkish press reported that Azerbaijani and Armenian leaders could not come to a certain agreement, but they struggled to make progress within the frames of Madrid principles and Helsinki Human Rights Declaration which were proposed by OSCE Minsk Group towards resolution of the problem.

These are the points that two leaders achieved progress on:

- Leaders exchanged ideas on a fundamental agreement that will form a base for the final agreement in Nagorno-Karabakh conflict.

- Leaders agreed on withdrawal of Armenian forces from five of seven (Kalbajar, Lachin, Gubadli, Aghdam, Fuzuli, Jabrayil, Zangilan) occupied regions of Azerbaijan.

- Names of five regions that will be returned to Azerbaijan have not been specified yet

- Official Yerevan stressed that Armenia is against bringing the issue of withdrawal of Armenian armed forces from Lachin corridor which connects Armenia with Nagorno-Karabakh on the agenda.

- Leaders agreed in principle that the final status of Nagorno-Karabakh may be determined through a referendum.

Spokesman for Azerbaijanâ€™s Ministry of Foreign Affairs Elhan Polukhov as well as Armenian foreign minister Edward Nalbandian noted that a progress was achieved in Munich meeting.

Foreign Minister Ahmet Davutoglu called Azerbaijani Foreign Minister Elmar Mammadyarov by phone and asked Azerbaijani Minister Elmar Mammadyarov about the Munich meeting.
