APA reports that Stelian Stojan noted that they had meetings with representatives of the government, NGOs and Mass Media: “We conducted detailed discussions over the fulfillment of commitments taken by Azerbaijan to the Council of Europe, some issues were particularly discussed”.

Stelian Stojan stated that upcoming local elections, parliamentary elections in 2010, current state of the press, judicial system, penitentiary service, execution level of decisions passed by the European Court, Freedom of Assembly and development of local democracy were basically in the focus of attention at the meetings.

The diplomat noted positive achievements in some fields and added that it was decided during the visit to intensify the dialogue between Azerbaijan and the Council of Europe: “We will put forward concrete proposals when we are back to Strasbourg”. Stelian Stojan underlined that Azerbaijani Government gave consent for the CE to post a report of the Committee against Torture in its website and called it as one of the positive achievements: “Moreover, there are positive points in election of judges, conditions were improved in prisons and detention facilities. We met with journalists Eynulla Fatullayev, Ganimet Zahid and young bloggers Emin Milli and Adnan Hjizadeh in prisons without any obstacles”.
