Local and regional government conference in Utrecht

Utrecht. Fuad Gulubeyli â€“ APA. The 16th session of the conference of European ministers responsible for local and regional government entitled â€œGood governance at local and regional level in turbulent times: the challenge of changeâ€ was organized by the Netherlands Ministries of the Interior and Kingdom Relations and Foreign Affairs, and the Council of Europe in Utrecht on 16-17 November, 2009, APA European bureau reports.
The conference participants adopted Utrecht Declaration urging for the strengthening of effectiveness of public administration in the Council of Europeâ€™s member states, in the light of the financial and economic crises. They also called on the countries to reduce frontier restrictions to intensify border cooperation.
The participants also adopted Utrecht Agenda for 2010-2013 describing addressing of problems in the field of local and regional government by the Council of Europeâ€™s member countries.
The Conference declared Protocol 3 to Frame Convention about border cooperation and Protocol amended to European Charter of Local Self-Government for strengthening of good governance at local and regional level open to signature for member countries.
17th session will be held in 2011 in Ukraine.
