According to APA, Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov delivered welcoming speech at the meeting. He talked about the Azerbaijan’s activity in six months of its presidency in the organization. The minister said prior duty of the organization in this period was the development of cooperation in the field of information-communication technologies and overcoming the results of emergency situations. He reminded that BSEC emergency ministers gathered in Baku in September and said Azerbaijan was working to extend cooperation in this field. Mammadyarov added that Azerbaijan was searching new economic opportunities for export and diversification of its energy resources.
Armenian deputy foreign minister Arman Kirakosian is also attending the meeting. Bulgaria will take over the BSEC presidency at the end of the meeting.
