# 24 February 2026 17:55 (UTC +04:00)

On Tuesday, February 24, President Volodymyr Zelenskyy signed a decree introducing sanctions against Russian scientists, leaders of the occupation administrations, and organizations that support the war against Ukraine, spread propaganda, and are involved in distorting historical facts, APA reports, citing mezha.net.

The document, numbered 161/2026, was published on the Office of the President’s website.

According to the decree, among the 29 sanctioned individuals are Alexander Chubaryan and Alexey Miller. Also sanctioned were 15 Russian organizations and institutions.

Ukraine’s steps are viewed as a response to hybrid warfare: protecting cultural heritage, the rights of Ukrainians in temporarily occupied regions, and reducing the influence of imperial narratives. The government emphasizes the importance of such sanctions as a tool to deter further provocations and preserve national identity.
