Azerbaijani President Ilham Aliyev signed an order "On strengthening security measures against road accidents"

Baku-APA. Azerbaijani President Ilham Aliyev signed an order "On strengthening security measures against road accidents and increase transparency in regulation of road traffic,” APA reports

According to the order, the Office of Azerbaijan President is instructed to submit proposals within two months on improvement of admission examinations for individuals wishing to obtain a driving license and increase of transparency in this area.

The Office of the President is also instructed to prepare proposals on strengthening criminal liability for the accidents caused by drunk drivers and individuals whose driving rights are limited or do not have such a right.

The Cabinet of Ministers is instructed to prepare and agree the regulations with the President on adding 25% of penalty funds paid by physical and legal persons for the violation of traffic rules to the monthly salaries of employees of road patrol service and traffic control employees of the Ministry of Internal Affairs. The Cabinet of Ministers is also mandated to address other issues arising from this order.

The Ministry of Internal Affairs is instructed to take serious measures to ensure transparency in the use of funds provided by this order and inform the President, and to submit proposals to the President of Azerbaijan within a moth in connection with the improvement of the rules of technical inspection of vehicles and their trailers, to provide clearance on formalizing examination of accident places with serious consequences, to ensure the investigation with the video data of the accident scene immediately, if the area is monitored by video surveillance.

According to the order, Justice and Health Ministries are instructed to strengthen control over examination of road-traffic accidents and forensic exmaination, to eliminate deficiencies in this area and to take serious disciplinary actions against the experts who have violated the law.

General Prosecutor's Office of Azerbaijan Republic is recommended to provide greater control over the implementation of the law and elimination of violations, monitoring of the implementation of the order by the investigative authorities, provide a comparative assessment of the forensic medical examination due to the level of severity of injury, to appoint re-examination in case of suspicion of the validity of expert opinions and to prosecute the perpetrators violated the law, to increase control over the timely, full and complete implementation of operative-investigative measures on road traffic accidents, to bring to justice the perpetrators of corruption and other abuses during the investigation

Supreme Court of the Azerbaijan Republic is recommended to generalize judicial experience in cases of road accidents and to form fair court experience with their decisions of this category.
