Parliamentarians protest against changes allowing construction 20-50m far from Caspian Sea

The bill on making annexes and changes to the law on “Land reforms”, Land Code and Code of Administrative Offences was discussed in today’s sitting of the parliament, APA reports. Giving information about the document chairman of the parliament’s standing commission on agrarian policy Eldar Ibrahimov said the changes were connected with the constructions carried out on the Caspian Sea shore. The chairman of the commission said construction had been forbidden in 80-130m far from the Caspian Sea and added that according to the changes the distance had been reduced by 20-50m. Ibrahimov said a lot of houses had already been built on the Caspian Sea shore and changes to the legislation served the protection of people’s right of property.

Some parliamentarians protested against the bill. MP Panah Huseyn said changes to the legislation did not serve the interests of the population.
“The sea has been fenced from Garadagh to Elet. I will appeal to president so that he does not confirm the law. Where else can you see the shore in such bad condition?” he said.

YAP deputy Mubariz Gurbanli also was against the fencing of the Caspian Sea. “It is violence against the nature. The right of people to rest at the seaside can not be restricted”.

Ganira Pashayeva said that situation like in the Caspian beaches couldn’t be observed nowhere in the world. She said 15-20 AZN of fine was too little for violation of legislation and this figure should be increased.

Deputy Siyavush Novruzov said while flying over Baku it was clearly watched how the Caspian beaches were fenced around. “There can not be a stone fence with 8-meter altitude. It is meaningless. It is isolation from the society. The sea should be shown”.

First vice speaker of the parliament Ziyafat Asgarov noted that there were such cases all over the world, but law and order should be observed everywhere.

The draft law on amendments was adopted with 15 against.

The parliament approved draft agreements between Azerbaijan and Mexico and Slovakia.

Then the draft law for establishing of the medal of Azerbaijan National Security’s 90th anniversary was approved.
