Azerbaijani President signs decree on application of law on â€œEnsuring the rights and freedoms of people held in places of confinementâ€

APA reports that the Cabinet of Ministers was asked to prepare its proposals on bringing the Azerbaijani laws and Presidentâ€™s acts into correspondence with the law on â€œEnsuring the rights and freedoms of people held in places of confinementâ€ and present to the Azerbaijani president within 3 months, prepare its proposals on determination of responsibility types for violation of that law and present them to the Azerbaijani president within 3 months, prepare its proposals on the body that will exercise the powers of â€œcorresponding executive bodyâ€ prescribed by the law and present them to the Azerbaijani president, ensure the bringing of normative legal acts of the Cabinet of Ministers into correspondence with that law and inform the Azerbaijani president about it within 3 months, exercise control over bringing the normative legal acts of the central executive bodies into correspondence with that law and inform the Azerbaijani president about it within 5 months, according to law, confirm the Internal Discipline rules of the places of confinement through coordinating it with the Azerbaijani President within 3 months, determine the food and material and domestic norms of detainees or arrested persons and inform the Azerbaijani president about it within 3 months, determine the rules of delivery of medical and psychological aids to the detainees or arrested persons, as well as the rules of their maintenance in the medical facilities and inform the Azerbaijani president about it within 3 months.

The Justice of Ministry was tasked to ensure the bringing the normative legal acts and normative acts of central executive bodies into correspondence with the law on â€œEnsuring the rights and freedoms of people held in places of confinementâ€ and inform the Cabinet of Ministers about it.

By this decree, the improved material and domestic conditions and special food norms of pregnant women, women with children till age 3 and minors must be reflected in the norms that will be determined for the purpose of regulation of issues prescribed by law.
