The Decree of the President of Azerbaijan Republic on Application of the New Mechanism of Financing in Higher Educational Institutions
At the current stage when the globalization gets a wide scope, dynamical development of the economy of any country, its successful future, affiliation with number of the developed countries are defined by an educational level of this country. In this respect conversion of natural resources, which the country possesses, into human capital is the motive force of the society. This is the primary goal of exclusive importance that the higher education faces.
All these factors stipulate a necessity to define reforms direction in the field of higher education in the republic in conformity with tendencies of development of higher education in the world.
In this connection, for the purpose of administering the «State program on reforming the system of higher education in Azerbaijan Republic in 2009-2013», confirmed by the Order of the President of Azerbaijan Republic from May 22, 2009, # 295, I enact:
1. Since 2010/2011 academic years financing of the higher educational institutions operating in territory of the Azerbaijan Republic, must be carried out at the expense of state budget and on the basis of the state order.
2. Forming of the state order must be provided by taking into account national, cultural, humanitarian and historical values of the country as well as features of existing labour market and factors of perspective development of the state.
3. Irrespective of patterns of ownership, all higher educational institutions, operating in accordance with the legislation, can take part in filling the state order.
4. To define:
4.1. Education in the universities, according to the state order and at the expense of the state budget, is carried out on the basis of per head principle financing;
4.2. Each year the state order for bachelor and master degrees of higher educational institutions on separate professions are defined on the basis of proposals of the Ministry of economic development of Azerbaijan Republic, coordinated with the corresponding branch ministries;
4.3. Each year the cabinet of Ministers of Azerbaijan Republic, on the basis of the offers presented by the corresponding ministries and in accordance with the state order, confirms the forecast of students’ enrolment for bachelor and master degree of higher educational institutions on separate professions;
4.4. The entrants, who by results of admission examinations in higher educational institutions, have won the right to get education under the state order on various professions, are free in a choice of a higher educational institution, where they will study, irrespective of the form of its property.
5. The Cabinet of the Ministers of Azerbaijan Republic is entrusted to:
5.1. Till March 15, 2010, the forecast of students’ enrolment, under the state order for 2010/2011 academic years, must be confirmed;
5.2. The next years till August 1 of each year the confirmation of the forecast of students’ enrolment, under the state order on next and the next three academic years, must be provided;
5.3. In connection with applying the per head financing principle in higher educational institutions, the proposals on implementation the current legislative acts, in conformity with the present Decree, must be prepared and presented to the President of Azerbaijan Republic for two months;
5.4. Implementation the legal acts of the Cabinet of Ministers of Azerbaijan Republic and the corresponding central bodies of the executive power, in conformity with the present Decree, must be ensured for two months and reported to the President of Azerbaijan Republic;
5.5. To solve other issues proceeding from the present Decree.
6. Upon studying the best practices of foreign countries in corresponding area, the Ministries of Finances, Economic Development and Education of Azerbaijan Republic are entrusted to draw up and present to the Cabinet of the Ministers of Azerbaijan Republic the drafts of the legal acts reflecting the mechanism of per head financing in higher educational institutions of the country for two months.
7. State Commission on Students Admission of Azerbaijan Republic is entrusted to:
7.1. In connection with administering students’ enrolment to higher educational institutions Since the beginning of 2010/2011 academic years, on the basis of the state order the enrolment regulations, proceeding from the present Decree, must be changed and taken other necessary measures;
7.2. To provide creation and replenishment of common e-database of the students accepted to the higher educational institutions on the basis of the state order.
