Baku. Elnur Mammadli – APA. “The common problem in holding the elections in Azerbaijan is connected with the registration of citizens. According to the election legislation, citizens have the right to vote in the territory where they have permanent registration,” chief of legislation and legal examination department of the Presidential Administration Shahin Aliyev said at the training held for the chairmen of election constituencies, APA reports. The department chief said the address written in the ID card does not mean that the citizen lives in that place.
“But this problem should be solved. In future when ID cards will be changed, electronic chips will be placed in them. Information about the voters will be placed in the chips and these chips will be read in the polling stations. It is important to include the citizens into the voters’ lists taking into account their residence, because the number of the municipality members is unstable,” he said.
According to Shahin Aliyev, if there are five members in the municipalities with 500 people, the number of municipality members changes if there are 520 people in the territory of the municipality.
“Therefore, the voters’ lists are of great importance in these elections,” he said.
