APA presents an article by the Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Azerbaijan Yuriy Gusev.
On October 10, 2024, Pre-COP29, the final international event before the UN Climate Change Conference (COP29), which will be held in a month in Baku, will begin its work in the capital of the Republic of Azerbaijan.
In the context of global climate change, issues of environmental safety and sustainable development are becoming increasingly important. COP29 is an important stage on the path to common solutions. This summit is of particular importance for Ukraine, as we continue to actively defend the principles of environmental and energy security, which are important components of the Peace Formula of President Volodymyr Zelensky.
Priorities of Ukraine at COP29
1. New Climate Finance Mechanisms (NCQG)
Ukraine supports the establishment of a New Collective Quantitative Goal on Financing (NCQG), which will allow all countries to implement ambitious climate actions. This must be conditional on transparent and reliable reporting of emissions, ensuring the achievement of the goals of the Paris Agreement and environmental integrity.
2. International Carbon Markets and Article 6 of the Paris Agreement
Ukraine is committed to the full implementation of Article 6 of the Paris Agreement, which regulates international carbon markets. COP29 in Baku is an important opportunity to adopt innovative solutions in the field of carbon markets and to involve private business in climate action.
3. Strengthening Energy Security and Resilience
The transition to decarbonization is possible only with guaranteed energy security. Ukraine calls for a dialogue on energy security issues that will allow for effective movement towards climate neutrality.
Climate Neutrality 2050: Ukraine's Goal
This week, the Verkhovna Rada of Ukraine adopted a decision to achieve climate neutrality by 2050, demonstrating readiness for a green transformation despite the constant challenges and threats of war. Creating favorable conditions for the country's recovery will contribute to global climate neutrality.
Peace Formula and Environmental Security
Climate change exacerbates conflicts, which is especially noticeable in war-torn regions. Therefore, environmental and energy security are the most important elements of President Zelensky's Peace Formula. Ukraine seeks to draw attention to the environmental consequences of war, such as ecocide, destruction of infrastructure, water and soil pollution.
Strategic partnership between Ukraine and Azerbaijan
Ukraine greatly values its strategic partnership with Azerbaijan. This interaction is key to restoring the infrastructure of our state and ensuring stability in the region. We are especially grateful to Azerbaijan for its continued support of Ukraine in these difficult times, in particular for humanitarian aid, participation in the restoration of the city of Irpin and readiness to promote environmental and energy security processes. This partnership is an important factor in strengthening peace and security in our region.
COP29 in Baku will be an important step towards an ecological and safe planet. For Ukraine, this is an opportunity to agree on balanced solutions for a fair and sustainable peace.
