International observers release opinion about presidential elections in Kyrgyzstan

According to APA, the observation mission of the CIS Parliamentary Assembly said they have not identified systematic violation of the election law and any other cases overshadowed the election results. Head of the mission, vice speaker of the Russian Council of Federation Alexander Torshin noted that they observed some insignificant law infringements, which didn’t effect on the results of the elections. “The election law of Kyrgyzstan was completely modernized before the elections and this legislation excluded the possibility of use of administrative resources. Te reports we obtained from Bishkek, Osh and Jalalabad showed that it is not clear whether the second round of the elections will be held”. The Russian Senator explained the low turnout of the voters because of weather conditions.

Representative of the PACE mission Nursuna Memecan said the elections were organized well, but some aspects didn’t meet the international standards. PACE observers said main problem was related to the voters’ lists. Some voters couldn’t find their names in the lists and use the right of voting.

OSCE Office for Democratic Institutions and Human Rights (ODIHR) said the Central Election Commission of Kyrgyzstan did not fully justify hopes, better elections could have been conducted. Corien Jonker, Head of the Election Observation Mission of the OSCE Office for Democratic Institutions and Human Rights said at the press conference that the mission is not satisfied with the CEC’s activity for ensuring transparency and concerning attitude towards observers.
“We call on to accelerate democratic processes to improve the counting of votes. The counting of votes in most polling stations was assessed negatively by our observers and the figures were exaggerated.”

The counting of votes is about to be completed in Kyrgyzstan. According to the CEC, presidential candidate, incumbent Prime Minister Almazbek Atambayev has 62.88 percent of the votes. About 800 observers from 56 countries followed the elections. 18-member CIS observation mission includes parliamentarians from Russia, Belarus, Kazakhstan, Tajikistan, Azerbaijan and Armenia.
