Trials proceeds for ex-officials of Azerbaijanâ€™s liquidated ministry of security

The indictment on the criminal case, filed against former head of the Anti-Terrorism Center of the liquidated Ministry of National Security (MNS) of Azerbaijan, Major-General Elchin Guliyev and other people arrested alongside him, contains interesting facts on the suicide episode of MSN employee Malik Mustafayev.

According to the indictment, Elchin Guliyev summoned Malik Mustafayev to his office on September 6, 2014.

Elchin Guliyev said that Mustafayev’s brother Matlab Mustafayev considered it unfounded to release him from the post of chief consultant of the territorial department No.2 of the State Committee for Property Issues and began to make a complaint to various state agencies.

Malik Mustafayev said that he was not aware of the complaints. Elchin Guliyev demanded that Matlab Mustafayev begin to give knowingly false information about criminal activities, illegal activities of various persons holding high office. Elchin Guliyev began to threaten that he would initiate criminal proceedings against Malik and Matlab Mustafayev, as well as against their relatives. On September 13, 2014, Malik Mustafayev was dismissed.

After that, Elchin Guliyev, together with Ilgar Aliev, again summoned Malik Mustafayev to his office. There he offered him to help his brother Matlab Mustafayev, who found a gun during the search in the apartment. For the help, Elchin Guliyev demanded that Matlab Mustafayev perjure against high-ranking officials during the investigation, at the trial. Elchin Guliyev threatened to arrest Malik Mustafayev and his relatives if they refused to cooperate.

At the same time, Matlab Mustafayev was brought to the office. Malik demanded from his brother to agree to cooperate, but Matlab refused and said that he would not slander anyone.

Elchin Guliyev and Ilgar Aliyev with their actions pushed Malik Mustafayev to suicide. Tired of threats Malik Mustafayev hanged himself on November 3 of the same year.
