Azerbaijani Parliament told APA that a special provision will be annexed to the new Migration Code that has already been adopted in the second reading and will be discussed in the third reading.

The provisions in articles # 6, 15, 16 and 17 of the Code that are applied to the foreigners, will be abolished for the Azerbaijanis having foreign citizenship and they will not be given the status of foreigner. The code will facilitate conditions for coming and leaving the country, as well as migration registration for the Azerbaijanis, who are citizens of a foreign country and a new status will be determined. It envisages extension of registration to live in the country, extra legal privileges and fewer fines for violation of terms compared to other foreigners.

Though it is not clearly expressed in the Code, the new status will be mainly applied to the Azerbaijanis, who are citizens of Georgia and Russia. In order to annex these provisions, at present the document is being considered at the Office for Democratic Institutions and Human Rights (ODIHR) and the Venice Commission of the Council of Europe.

The Code will be submitted for discussion in the third reading at the special session of the Azerbaijani Parliament this month.
