He said that according to the current rules, the pupils, who finished the 11th form and got “2” annual mark in any subject, are not allowed participating in final exams. At the same time, if the pupils get “2” mark in any exam, their final certification is not carried out: “Consequently, the school leavers falling under these categories are deprived of getting certificate of secondary education and applying for universities and vocational schools. According to the statistics, 22% of the pupils in 2009-2010 academic year didn’t receive certificates of secondary education, this was 24% in 2011-2012 and 10.5% in 2011-2012. It is no secret that such cases lead to the factors resulting in the abuse of power. Certificate of secondary education is the indicator of a school leaver’s knowledge. The Law on Education shows that giving certificate of secondary education is not connected with bad results of the final assessment. Irrespective of the certificate of secondary education, according to the legislation, it depends on the results of the entrance exams whether a school leaver can become a student or not. Taking into account the public importance of this issue, the ministry supports giving certificate of secondary education to all schools leavers,” he said.
Minister said some problems in the education make it difficult to solve the tasks lying ahead.
“Negative cases in the education have negative influence on healthy upbringing of the young generation. The ministry intends to focus on prevention of causes of irregularities in education. The only way out is to solve the problems systematically. First of all, the causes should be determined. Efficient methods should be found and expedient measures prepared in order to eliminate them,” he said.
