“Work is underway on the design of hospitals in the liberated territories,” Health Ministry official Jabir Muradov said at a roundtable held as part of Baku Climate Action Week 2026 (BCAW 2026), APA reports.
The Health Ministry official said that the ministry is carrying out this work in accordance with the State Program on the Great Return:
“We are interested in when the requirement for an energy efficiency passport for buildings will come into force. When designing hospitals, we take into account not only the laws of the Republic of Azerbaijan but also WHO standards. We are interested in the prospects of this from a financial point of view. During the design process, according to which standards will requirements be set for the insulation materials used by design companies?”
In response, Jahid Mikayilov, Head of the Energy Efficiency Department at the Ministry of Energy, said that this requirement will come into force on January 1, 2027: “Buildings will continue to be constructed based on the norms and standards currently in place. If the standards are updated, then these standards may change."
