An international conference on the topic "National Leader Heydar Aliyev is the author of the Constitution of independent Azerbaijan" was held in Lachin by the Prosecutor General's Office, APA's Karabakh bureau reports.
The conference was attended by Prosecutor General Kamran Aliyev, Special Representative of the President of the Republic of Azerbaijan in Lachin region Masim Mammadov, Executive Secretary of the Coordination Council of Prosecutors General of the CIS member states Yuri Nikolayevich Zhdanov and his deputy Abdurakhmon Khotambekov, Prosecutors of the Prosecutor General's Office of the Supreme Court of the Republic of Türkiye Ahmet Gökay Aktaş and Mustafa Yakar, as well as an associate of the Prosecutor General's Office of Georgia Temur Tsindeliani.
Kamran Aliyev said that this international event is of great importance and value from both legal and moral perspectives: "By the Decree of President Ilham Aliyev dated December 28, 2024, 2025 was declared the "Year of Constitution and Sovereignty" in our country. This initiative is actually of great significance and is an indicator of respect for our history related to the establishment of a legal state and its perpetuation."
The Prosecutor General noted that the Constitution of every legal state is considered its supreme legal document with superior force: "This important document, which reflects the structure of the state, the division of powers, and the rights and freedoms of humans and citizen, plays an important role in the formation and development of legislation. The Constitution adopted in 1995 is the first Constitution of independent Azerbaijan, and the fourth in the history of our country in general (May 19, 1921, March 14, 1925, April 21, 1978). Thus, the history of the creation of the Constitution of Azerbaijan coincides with the USSR era, and the previous 3 editions were adopted during those periods."
While Kamran Aliyev spoke about the history of the evolution of Azerbaijan's constitution, he said that the legacy of the National Leader Heydar Aliyev, who was devoted to the Azerbaijani people and homeland throughout his life and served it faithfully, should be specially noted:
"Although the Azerbaijani people declared their sovereignty with the Constitutional Act on State Independence on October 18, 1991, its realization was possible as a result of a long struggle. The historic victory achieved in the "44-day Homeland" war launched by the Azerbaijani Army in 2020 with a counter-offensive against the Armed Forces of the Republic of Armenia under the leadership of the Supreme Commander-in-Chief, as well as the destruction of the remnants of the separatist regime operating in Karabakh after the war, armed by the leadership of the Republic of Armenia, as a result of local anti-terrorist measures carried out by the Armed Forces of the Republic of Azerbaijan on September 19-20, 2023, liberated our lands that had been under occupation for nearly 30 years and brought them to their knees, and fully restored the sovereignty of the Azerbaijani state."
Later, a number of employees serving in the liberated territories were awarded for their exemplary services.
It should be noted that by the Decree of the President of the Republic of Azerbaijan Ilham Aliyev dated December 28, 2024, 2025 was declared the "Year of Constitution and Sovereignty" in the country.
