The "Action Plan for the Implementation of the Employment Strategy of the Republic of Azerbaijan for 2026–2030" envisages the development of a flexible working hours model in the country based on international experience, the Ministry of Labour and Social Protection of the Population said in response to APA's inquiry.
The ministry stated that, based on the practices of the International Labour Organization (ILO) and other advanced international experience, a flexible working hours regime is a form of work organization that allows employees to choose their start and end times within certain limits, provided that the established total working time norm (40 hours per week) is maintained. This model is aimed at increasing flexibility in labour relations, ensuring a balance between work and personal life, and improving labour productivity.
"In international practice, a flexible working hours regime is generally implemented on the basis of core (mandatory) working hours, flexible arrival and departure intervals (for example, 06:00–10:00 and 15:00–20:00), while maintaining the overall working time norm unchanged. At the same time, the specific working hour frameworks and implementation mechanisms are determined in accordance with each country's national legislation and labour market characteristics.
This work regime is considered particularly suitable for sectors such as information technology, finance, education, and administrative and analytical fields of public administration, as well as for parents with young children, persons with disabilities, students, and employees working remotely or in hybrid formats.
In sectors that operate continuously, the application of a flexible working hours regime is carried out through special regulatory mechanisms.
In line with the result indicators set out in the Action Plan regarding the introduction of a flexible working hours regime in Azerbaijan, it is envisaged that during 2026–2030 international experience will be studied, legal and institutional analyses will be conducted, draft normative legal acts will be prepared, and the regime will be introduced in stages," the ministry noted.
