Arif Garashov: Majority of building companies sell flats before the documentation is over

â€œThe majority of the building companies sell flats before the documentation is over,â€ State Real Estate Register Service head Arif GArashov told journalists, APA reports. He said that therefore building companies can not present the documents to the state commission.
Garashov highly appreciated the activities carried out by Emergencies Ministry in this sphere.
â€œEmergencies Ministry legally investigates these problems and we support them. Businessmen gain money by building houses. People are deceived and face problems. Flats are mostly sold before the construction starts,â€ he said.
Garashov said that some companies illegally set up building companies.
â€œA company buys land, illegally establishes a building company and constructs a building. In fact the company buying land has to get another document for constructing a building,â€ he said. /APA/
