"Within the framework of the Great Return State Program, large-scale reconstruction and restoration works are underway in the city of Khankendi. Infrastructure—roads, water, electricity, gas, and communication lines—has been renewed, and technical inspections have been carried out on all residential and non-residential facilities. Buildings deemed unusable have been demolished, and modern projects in line with the city’s new master plan have begun to be implemented," said the Service’s Executive Director, Telman Karimli, during his speech at the event dedicated to the 50th anniversary of the University of Architecture and Construction, the Public Relations Department of the Restoration, Construction, and Management Service in the city of Khankendi and the districts of Aghdara and Khojaly told APA.
According to him, most of the main buildings in Khankendi—the Victory Museum, the building of the Special Representative of the President, and the Karabakh Hotel—were once constructed based on the Azerbaijani budget and the designs of Azerbaijani architects. Likewise, the building of the Cultural Center located in the square is being restored and returned to city life based on modern designs prepared by the architects and constructors of the “Azermemarlayiha” State Main Design Institute. The Business Center has been completely renovated and transformed into a modern office and service space. The Khankendi city stadium has been renewed and brought to a fully functional condition for sporting events. Restoration is also being carried out consistently at the State Drama Theater, which preserves the cultural memory of the city.
T. Karimli also stated that buildings that did not comply with urban planning principles during the period of occupation have been demolished, and constructions of modern public spaces, catering facilities, and functional urban structures in their place continues: "Among these projects, the Victory Park holds special significance. The park is both a symbolic space and a new urban core that reflects Khankendi’s vision for modern development.
Today, along with Khankendi, restoration and infrastructure projects are also being implemented in the villages of Aghdara and Khojaly. Roads are being built in the villages, engineering and communication lines are being renewed, and individual residential houses are being fully restored for the return of residents.
According to T. Karimli, one of the main pillars of this great constructive process is the potential of professional personnel: “We can proudly say that more than two hundred graduates of the Azerbaijan University of Architecture and Construction—architects, constructors, civil engineers, and project managers—are involved in a significant part of the projects being implemented in Khankendi, Aghdara, and Khojaly. Their knowledge and professionalism provide real contributions to the reconstruction of Karabakh. Today, Khankendi is being reshaped in accordance with modern urban planning standards while preserving its historical heritage. All the work being carried out reflects the strength of our statehood and the professionalism of our architectural school.”
