Mukhtar Babayev: Climate change complicates planning and increases investment risks

In April, precipitation in some districts was 1.5–3.5 times above the norm, while in Baku it was five times higher, said the Representative of the President of the Republic of Azerbaijan on Climate Issues, Mukhtar Babayev, during his speech at the “5th Agribusiness Development Forum” held in Baku, APA-Economics reports.

According to him, the nature of the seasons is changing, the distribution of precipitation is changing, and temperature peaks are changing. This complicates planning and increases investment risks:

“Over the past 25 years, the temperature anomaly in Azerbaijan has amounted to 1.1 degrees Celsius. In 2025, the average temperature reached 14.3 degrees. This is 1.6 degrees higher compared to previous periods. The highest average temperature was recorded in 2021 at 16.2 degrees, referring to the annual average temperature. Heat waves are also occurring more frequently and lasting longer.”

M. Babayev also noted that in recent years, 29 heat waves were recorded in Baku, 16 in Ganja, 41 in Sheki, and five in Lankaran. In 2025, the longest heat wave lasted 14 days in Sheki and seven days in Baku.
