Baku branch of Moscow State Open University closed
In accordance with the “Rules on granting license in Azerbaijan Republic†confirmed by the decree of the President and under the order of Education Ministry, observance of the requirements and conditions of the license is regularly inspected in the educational establishments. Under the appropriate order of the Education Ministry, a working group was set up to investigate the state of teaching process in Baku branch of Moscow State Open University. The working group found out that the material-technical basis, teaching, methodical provision of the branch was not improved. Serious shortcomings were found out in the teaching process, teaching of subjects in accordance with the programs and schedule, selection of the personnel, planning of the teaching load, paperwork etc. The above-mentioned and other shortcomings were covered in the reference of the working group, the issue was discussed with the participation of the branch leadership at the meeting of the License Commission of the Education Ministry. License Commission passed a decision to cancel the license granted to the branch by the ministry.
Minister of Education Misir Mardanov issued an order concerning the decision of the License Commission. The order considered reference of the working group of the Ministry of Education and the decision of the License Commission’s meeting. According to the order, considering not much time until the end of the current academic year, the license given by the Ministry of Education to the Baku branch of the Moscow State Open University will be suspended from September 1, 2010 due to the rights of education of the students, examination sessions and final attestations, as well as diploma presentation to the graduates by the Ministry of Education and Science of the Russian Federation. The branch’s leadership was urged to submit information about the student admission, transfer, education program, students educating, graduating or interrupted the education for different reasons to the ministry.
The relevant departments of the ministry were urged to inform the relevant government agencies, as well as university leadership about the suspension of the branch’s license and to prepare proposals about the further education of the students.
