Baku. Mubari Aslanov – APA. The draft resolution entitled “Obvious and gross violation of Helsinki principles by the Russian Federation” consisting of 20 article and prepared by the Deputy Chairman of the US delegation to the OSCE PA Benjamin Cardin has been discussed at the 23rd OSCE PA summer session. APA reports that plenary meeting has been chaired by the OSCE Parliamentary Assembly President Ranko Krivokapic.

The document says according to OSCE Helsinki Final Act, member-states should recognize principles on sovereign rights and inviolability of borders of one another, not use force, obey international law. It is noted that though Russia signed Budapest Memorandum on security of Ukraine in 1994, it has violated these principles since February, 2014, held referendum on March 16 in Crimea, interfere in the domestic affairs of Ukrainian east region and conducted annexation policy.

The document decisively states that Ukraine’s sovereignty and territorial integrity is recognized within the international law.

After discussions, the draft resolution was adopted through voting.

At the end of the event, B. Cardin said in his statement for the journalists it’s clearly seemed through Ukraine that Russia violated OSCE commitments regarding inviolability of territorial integrity of the countries.

Cardin stressed that it’s difficult to settle conflicts after they are created and there are frozen conflicts, including the Nagorno Karabakh, today. He noted that they want the frozen conflicts, including the Nagorno Karabakh, to be settled: “This is our message. We want the conflicts to be settled, but not increased”.
