The decision of the Constitutional Court says that the commitments envisaged in the protocols have mutual interstate character and can not be applied to the third countries. Members of the Constitutional Court note that the priority of the protocol is the opening of Armenia-Turkey border, all other commitments will be effective after the opening of the border.

Turkish Foreign Ministry said the decision of Armenian Constitutional Court contained clauses contradicting the text and spirit of the protocols and noted that it was inadmissible.
