Azerbaijan is conducting a risk-based assessment of its water supply, said Sunniya Durrani-Jamal, Country Director for Azerbaijan of the Asian Development Bank (ADB), during a panel discussion on the third day of the Baku Climate Action Week (BCAW2025), APA reports.

“For this, we are examining the availability of water in different geographical areas using satellite data,” she added.

She noted that ADB is not just focusing on individual countries in this area, but on the region as a whole: “After a risk-based assessment, we identify ‘hot spots’. That is, areas that are at risk of flooding, or are drier and more water-scarce. Sometimes the cause of these problems is not only climate-related, but also policy-related. For example, in one of the South Asian countries, there was a problem of excessive groundwater extraction due to subsidies. This required proper diagnosis.

After conducting this risk-based assessment, we advise countries on integrated water resources management. We also use nature-based solutions. In addition, we work on both financial and non-financial products.”

The ADB official also touched on plans for Azerbaijan: “Our new country partnership strategy with Azerbaijan has already been approved. We do not have any investments in the public sector yet, but we do have some investments in the private sector. One of the areas that Azerbaijan can implement and that we can support is the implementation of the National Water Strategy. I think it is a fairly well-prepared document. Other areas are the modernization of irrigation infrastructure, the development of a roadmap for artificial intelligence, and most importantly, strengthening relations with farmers.”
