The next meeting of the CIS Heads of State Council is being held in Turkmenistan's Awaza National Tourist Zone, APA reports.

President of the Republic of Azerbaijan Ilham Aliyev is also attending the meeting.

The agenda of the meeting includes a number of key issues, including the CIS chairmanship in 2027, the holding of the next meeting of the CIS Heads of State Council in Uzbekistan, a statement by the heads of state on the occasion of the 35th anniversary of the establishment of the CIS, the declaration of 2028 as the "Year of Social Development and Quality of Life" in the CIS, the declaration of 2029 as the "Year of Transport Connectivity" in the CIS, as well as the Republic of Azerbaijan's co-chairmanship of the CIS in 2027 and chairmanship in 2028.

The chairmanship and co-chairmanship are the main governance mechanisms in the CIS, based on the principles of rotation and continuity.

The chairmanship is transferred to each participating state in turn. The rotation is carried out in alphabetical order (according to the country's name in Russian) and lasts for one calendar year (January 1 – December 31).

The country holding the chairmanship coordinates all ongoing activities of the CIS, determines the agenda and hosts the main summits (the Council of Heads of State, the Council of Heads of Government, etc.) on its territory.

The co-chairmanship is carried out simultaneously by two countries. The countries that chaired the CIS in the previous year and will assume the chairmanship in the following year automatically become co-chairs. This mechanism ensures a smooth handover of responsibilities to maintain continuity and helps distribute the workload in preparing multilateral events.

In 2026, Turkmenistan holds the chairmanship, while Tajikistan (which chaired the CIS in 2025) and Uzbekistan (which will chair the CIS in 2027) serve as co-chairs.

Documents will be signed by the heads of state at the conclusion of the CIS Heads of State Council meeting.
