New methods applied in Azerbaijan in tax debt collection

Taxes Ministryâ€™s official Ilkin Veliyev says that in 2010-2011, the amount of tax debts decreased by 43.5%.

â€œThe ministry applied different novelties for effective management and payment of tax debts. At present, each taxpayer can pay tax debts via the Internet, they can enter the website of the Taxes Ministry and learn everything about his/her debtâ€, he added.

The Ministry also uses the practice of payment the debts partly or giving some time to taxpayers. Note that, this issue has been reflected in the Taxes Codes, too. According to 85th article of the Code, if the taxpayer faces becoming bankruptcy or is damaged as a results of natural calamity when he/she pays his/her debt one time, he/she announces the debt by reporting about this and can prolong the executive period of that liability from 1 month to 9 months by providing the debt any pledge and guarantee.

According to I. Veliyev, the tax payers benefit from this method.

Since August, 2011, sum of the debts has been researched jointly with taxpayers: â€œThat is, the tax pays is invited and his/her debt is researched jointly with tax officialâ€.

Totally, 25,000 tax payers have been invited, since this practice was applied and 80% of them accepted the debts and paid them. Totally, AZN 200 mln was paid to the state budget in 2011.
