Baku. Mubariz Aslanov – APA. “The issue on the adoption of the law “On defamation” remains in force and is being worked on in Azerbaijan. We don’t see any problem in the adoption of this law,” chairman of Azerbaijani Parliament's committee on legal policy and state-building Ali Huseynli told APA.
The chairman said that there is a relevant order of Azerbaijani President and state program on rationalization of human rights that recommended the Azerbaijani Parliament to consider the law “On defamation”: “As chairman of the Committee I think that this law may be adopted and there is no a special problem. I consider that the adoption of law “On defamation” may be useful in the issues regarding freedom of expression. However, we don’t have obligations before international organizations in this regard. In fact, the law “On defamation” means protection from insult and slander in the literal sense. This law creates certain frames and regulates relations between individuals and media in the society.”
Noting that the adoption of the law is useful for freedom of speech, Huseynli said the law “On defamation” can play an important role in further regulation of the statements, slanders and insults not only on officials but also on public representatives: “It can improve the public representatives' tolerance regarding their claims on slander and insult.”
Huseynli said that the law can be adopted soon. He said that they are waiting for the opinion of the Council of Europe Venice Commission in this regard.
