"As of June 30, 2026, a total of 4,010 people have been registered by the State Commission as missing as a result of Armenia's military aggression against Azerbaijan," Sharafat Hasanov, Deputy Head of the State Security Service, said at the international conference titled "Modern Approaches to Resolving the Issue of Missing Persons and Strengthening Cooperation", held in cooperation with the International Commission on Missing Persons (ICMP), APA reports.
He said that 4,004 of them went missing during the First Karabakh War, while 6 went missing during the 44-day Second Karabakh War in 2020: "Of the 4,010 missing persons, 3,228 are military personnel and 782 are civilians. Among the civilians, 71 are minors, 288 are women, and 319 are elderly people.
In accordance with the framework agreement titled 'Collection and Centralized Management of Ante Mortem Data on Missing Persons', signed in 2008 between the State Commission and the International Committee of the Red Cross Representation in the Republic of Azerbaijan, the collection of biological samples from close relatives of missing Azerbaijani citizens began in 2014.
Since 2023, the collection of biological samples has been carried out by the Genetic Research Center established within the Military Medical Department of the State Security Service on the instructions of the President of the Republic of Azerbaijan, Ilham Aliyev.
As of June 30, 2026, biological samples have been collected and systematized from 11,542 donors in connection with persons who went missing as a result of Armenia's military aggression against Azerbaijan. DNA profiles of the collected biological samples are extracted and archived by the Genetic Research Center of the Military Medical Department of the State Security Service."
