Venice Commission debates law on freedom of assembly in Azerbaijan in 73rd plenary session

Law on “freedom of assembly” in Azerbaijan was examined in the debates, Azerbaijani delegation and experts of Venice Commission exchanged views on the law. Experts and lawyers of VC appreciated positively President’s Administration’s 20-page proposals on “freedom of assembly”. Specialists of the commission called these proposals progressive and stated that VC judgments on this law and their proposals coincide. They said that they did not make any changes to new proposals. The momentum which Commission members did not agree concerned 9th article of the law.
VC representatives think that local executive bodies should present list of venues where mass actions are held. And this law should not concern “street vendors” (for example: newspaper sellers). Commission proposed Azerbaijani side to submit proposals to Azerbaijani Parliament. Azerbaijani has not yet answered to proposals regarding the amendments suggested by VC.
Fuad Alesgerov, head of legal department of Administration of the President of Azerbaijan and Chingiz Askarov, Azerbaijani representative to European Court of Human Rights represented our country in the session of Venice Commission. /APA/
