Baku. Parvin Abbasov – APA. Milli Mejlis, the parliament of Azerbaijan, amended the Code of Sentences Execution concerning the visiting of penitentiary facilities by the Ombudsperson and National Preventive Group members, APA reports.

According to the amendment, the Human Rights Commissioner (Ombudsperson) and members of the National Preventive Group have the rights to enter the penitentiary facilities anytime without any obstacle and warning, to meet the prisoners or any other person, who will be able to give information, to learn all documents confirming legality of their detention and conditions of the facility, to take copies of these documents, to prepare protocols on the course and results of the measures taken by the group, to meet the supervisors of the facilities, to make recommendations and to receive corresponding responses.

According to another amendment, proposals, complaints sent to the National Preventive Group will not be censored and will be delivered in time to relevant organizations.

The Law on obtaining information was also amended concerning the activity of the Ombudsperson.

According to the amendment, the applicant has the right to address the court or Human Rights Commissioner while his/her complaint was not reviewed or accepted. The person responsible to respond his/her application should explain this right to the applicant and note it in the letter of response.
