Article banning election of Musavat chairman more than twice can be removed from Charter

Baku. Parvin Abbasov â€“ APA. â€œThere is only one leader in Musavat Party accepted by everyone. This is Isa Gambar. He is the only person accepted by everyone in our party, this is unambiguous. No other person has a chance to be accepted to such an extent,â€ chairman of the Assembly of Musavat Party Arzu Samadbeyli told APA.

He said the issue concerning the candidacy for Musavat chairmanship and other elected bodies is not fully clear.

â€œI consider that the article in the Musavat Partyâ€™s Charter banning election of chairman more than twice is not democratic, as the party is not government. Such a ban does not exist in the parties in the post-Soviet countries, or in Turkey. I do not believe that the charters of the parties in the developed European countries contain such a restriction. A party can hold a congress once in two years, or once in three, four years. Musavat Party holds congress once in four years, any other party holds congress once in two years. There are parties that hold congress once a year. I do not regard as successful the inclusion of this article into the charter. The congress of a political party determines its strategic course, approves its charter and program. The congress could include any article in the charter or remove it. Todayâ€™s reality is that majority â€“ 99 percent of the Musavat Partyâ€™s members demand to remove the article of restriction from the charter. They are against the Isa Gambarâ€™s resignation. Indeed, the party leader said that he wouldnâ€™t nominate his candidacy. But there is another case that Isa Gambar, as a democratic person, will respect the opinion of majority in the party, his supporters if they demand him to stay in the party leadershipâ€.

Samadbeyli said he supported removal of restriction article from the partyâ€™s charter and re-election of Isa Gambar.

According to the current charter of the Musavat Party, incumbent chairman Isa Gambar can not nominate his candidacy. Gambar told journalists many times that he wouldnâ€™t be nominated in the partyâ€™s next congress.

The next congress of the Musavat Party will take place on March 3-4, 2012.
