Elmira Suleymanova said as a result of Armenian aggression against Azerbaijan thousands of Azerbaijani citizens were taken hostage, captured or became missing. â€œAll of this is violation of 1949 Geneva Convention for Protection of War Victims. Despite that ceasefire agreement has been reached in 1994, Armenian side is regularly breaching it, which results in human losses on the Azerbaijani side. Such cases were observed during the monitoring conducted by the OSCE representatives. Armenian side takes civilians hostage, hides their number, causes material damages on the Azerbaijani civilians (shooting, destruction of residential buildings, agricultural techniques, etc.). The society is concerning about the problem that Armenians donâ€™t return bodies of Azerbaijani soldiersâ€.

Elmira Suleymanova noted that Azerbaijani military serviceman Mubariz Ibrahimov was killed repulsing the attack of Armenian militants in the direction of Terter region of Azerbaijan, but his body was not returned and it causes great concern of his relatives. â€œI ask You to use Your mandate according to the international law to help to return the body of Azerbaijani serviceman Mubariz Ibrahimovâ€, said the Human Rights Commissioner.
