Azerbaijani parliament failed to fulfill plan of legislative activities of spring session

Baku. Elbrus Seyfullayev – APA. Azerbaijani parliament has not fulfilled the plan of legislative activities of the spring session, APA reports. Most of 22 draft laws included into plan of legislative activities of the spring session were not discussed even during the extraordinary session. These documents mostly cover economic sphere. Draft Construction Code, Code of City Building and Competition Code were discussed. Even the parliament’s committee for economic policy did not consider the drafts.

Some of the draft laws, which were included into the plan of legislative activities but were not discussed, are connected with the education. Though it was expected that the parliament would adopt draft laws on “Science policy”, “Legal protection of inventions”, “Higher education”, none of them were discussed. The working plan of the spring session also included draft laws on “Ensuring rights of suspects or defendants held in detention facilities”, “Agricultural cooperation”, “Participation of citizens in ensuring public order”, these documents were not adopted.

Member of the parliament’s committee for economic policy Nazim Mammadov told APA that though most of the economic documents envisaged improvement of the legislation concerning Azerbaijan’s membership of the World Trade Organization, the draft laws were not discussed.
“It is surprising that the Construction Code, Code of City Building and Competition Code were not adopted. These documents are very important for Azerbaijan. I myself presented two documents. One of them amendments and annexes to the law on “Chamber of Accounts”, the other was draft law on “Activity of realtor”. But none of them was discussed,” he said.

The parliament did not comment on the issue.
