Azerbaijani parliament passes bill on education

Speaker Ogtay Asadov said the bill has been discussed for 15 years. Asadov said all related bodies want the bill to be adopted. He asked the parliamentarians not to make long speeches and offered to set discussions on questions and answers.

Following this, chairman of the parliament’s committee on science and education Shamsaddin Hajiyev gave information about the bill.

Hajiyev said all the opinions and proposals to the bill consisting of 6 chapters and 47 articles have been taken into consideration. He said about 10 articles of the bill have not been changed, various amendments have been made to the other articles. Hajiyev said in order to protect the country’s education system from foreign and negative influence, foreign educational establishments will be given three-year licenses in the country. The committee chairman said according to the bill, education begins from the age of 3 and preparation for school ate the age of 5. The term of compulsory education is not shown in the bill. The knowledge is assessed through tests, entrants themselves make choice. The stages and levels of the education consist of preschool education, general school, initial vocational education, secondary vocational education and higher education. The general education comprises primary education, general secondary education and complete secondary education. Higher education comprises bachelor’s program, master’s program and doctoral program.
