Parliamentarian from YAP offers amendments and annexes to Azerbaijan’s Electoral Code

MP Siyavush Novruzov touched on the forthcoming local elections and noted the necessity of making amendments and annexes to a number of normative acts. The parliamentarian also raised issue on making amendments and annexes to the Electoral Code.
“After the presidential elections and referendum there is a necessity to make amendments to the Electoral Code. This is connected with the observers and members of the polling stations,” he said.
Novruzov said it was high time to make amendments and annexes to the law on “Political parties”.

MP Igbal Agazadeh mentioned that Azerbaijani Community of Nagorno Karabakh held a congress and said the activity of such a community contradicted the Constitution..
“It is abnormal to be registered as Azerbaijani community in Azerbaijan. The status of Nagorno Karabakh has not been determined in the Constitution. Why does this community function before the status is determined? Only Armenian community can be established in Azerbaijan,” he said.

MP Malahat Ibrahimgizi spoke about the construction of atomic power plant in Armenia. She said tender had been announced for it and an Austrian company won the tender.
“$5 billion will be allocated for this. The plant should be ready in 2016. It should be prevented. Armenia is a seismically dangerous zone. This is a great threat for the region and the whole world. Azerbaijan should appeal to the UN, International Atomic Energy Agency (IAEA),” he said.

“Great financial means are required to construct an atomic power plant, which Armenia does not have,” speaker Ogtay Asadov said.

MP Fazil Mustafa noted that French parliamentarian visited Nagorno Karabakh. He said Azerbaijan should demand France to leave co-chairmanship of OSCE Minsk Group. He also offered to pay more attention to the Azerbaijanis living in Georgia, establish a local TV channel in Azeri, eliminate shortage of teachers and give stimulus to it. Ogtay Asadov said:
“Armenians do it without stimulus, but we seek stimulus in everything.”

MP Aynur Guliyeva proposed to establish regulatory organization in the field of Internet media. She said Internet had great influence on the youth’ psychology and therefore it demanded special attention.

MP Ganira Pashayeva spoke about the anti-Azerbaijan reports in Iran due to the visit of Israeli president to Azerbaijan. “We have normal relationship with neighbor countries. Iran has no right to give a lesson of Islam solidarity to Azerbaijan because it supports the country-invader. They even didn’t close their borders with Armenia in a protest against the occupation of Azerbaijani lands”.

The parliament speaker said the anti-Azerbaijan thoughts in Iran shouldn’t be accepted as an official position.
MP Panah Huseyn spoke about the situation in the Azerbaijani Army. “The society sensitively reacted to the recent events in the army. Some people said they wouldn’t send their sons to the army. It must be prevented”.

The member of the parliament proposed to the head of state and the defense minister to report to the parliament about the situation in the army.

First vice speaker Ziyafat Asgarov emphasized that recently there were frequent press reports on the army. “We have talked with the army officials. There is no ground for concerns. The army is a part of the society. The army is in the focus of attention of the head of state and it is one of the fields which take much more care”.
Asgarov said mortgage problems of the military servicemen would be solved in near future and the army discipline is under the direct control of the head of state.

Then the current issues were discussed at the parliament.
