According to him, the process included a large number of valuable proposals from the general public, especially from experts specializing in topics such as international common law, humanitarian law, human rights, post-conflict rehabilitation and re-integration, and the rights of refugees: "The received proposals were analyzed, systematized on the main topics and the draft document was prepared. The draft document is based on the progressive approach and principles accepted in the international world in the field of repatriation and reflects the conceptual position of the Community on the legal, practical, security, socio-economic and other aspects of the return process. The concept will serve to establish justice and peace based on international law, relevant domestic law, and historical facts. After the discussions in the main bodies of the community, the Board of Directors will complete the draft document and submit it to the Supervisory Board for official approval in accordance with the procedure".
