Baku Security Forum Declaration published as a document of the UN General Assembly and Security Council

On September 21, the Declaration of the 3rd Baku Security Forum, held under the theme “Joint activities of security agencies in preventing humanitarian crises and global man-made disasters during terrorist acts and armed conflicts,” as well as the address of Mr. Ilham Aliyev, President of the Republic of Azerbaijan, to the participants of the event, were registered and published as documents of the UN General Assembly and the Security Council, APA reports.

This significant event indicates the growing importance of the Baku Security Forum in the field of security and its international institutional and legal prospects.

The plenary session of this year’s Forum was marked by the adoption of the Statute and Declaration of the Baku Security Forum, as well as the decision, based on general agreement, to create—for the first time in the world—a 24/7 Anti-Terror Information Exchange System among special services and security agencies.

In the address sent by President Ilham Aliyev to the participants of the event organized by the State Security Service of the Republic of Azerbaijan and attended by the heads and high-level representatives of nearly 90 foreign special service agencies, it is stated that the Forum is an international event with a unique format in terms of identifying global and regional threats and risks, as well as exploring ways to neutralize them. The establishment of a tradition in which the heads of special service agencies and experts on security matters representing various countries from all continents of the world gather in Baku each year to combat common threats is a clear example of Baku being a space of mutual trust and cooperation, as demonstrated by the Forum.

In the Forum’s Declaration, the participating states, expressing their commitment to the fundamental principles of international law, declared the importance of uniting efforts by special service and security agencies in combating transnational organized crime, international terrorism, and other phenomena considered threats to global security; further expanding mutual cooperation; carrying out exchanges of experience and information in an uninterrupted, active, and prompt manner; and consistently taking joint resolute steps to reliably ensure international security.

It should be noted that the relevant structures of the UN in the field of security were also represented at the Forum, and the registration and publication of the Forum’s Declaration and the address of the President of the Republic of Azerbaijan as documents of the UN General Assembly and the Security Council were carried out on the basis of the request of the Permanent Representative of the Republic of Azerbaijan to the UN.
